Our state is working on a certification program which should be in place when awards are made. We have some CHWs who are trained, but not yet certified. If we provided training to meet any gaps, will be able to count those CHWs who were mostly trained but only now are being certified?

On page 14, under expansion, item #2 states that 75% of trainees must be trained through filed placement. Of thes a minimum off 25% must be trained through a registered apprenticeship program. Do you mean 25% of the 75% OR 75%, plus th 25% (totaling 100%) must fall in one of the two categories.

Question: The section on funding preference says "You must provide a copy of the output from the Shortage Designation Advisor that indicates which type of federal designation (e.g., MUC, MUA, HPSA, MUP) it falls under that matches the address or addresses you provide." The program announcement says that no more than 25% of participants can be in the extension/upskilling training program. In our state, we have over 2500 certified peer workers/CHWs. They have continuing ed requirements and would greatly benefit from this training. If we trained even half of these people (1250), then we would have to have three times that in the Expansion category. That seems like a disincentive to uptrain our existing workforce. Is this really what you intend?

What if your organization doesn't have two years worth of data for population served?

What does it mean to have approval from the State or local government entity? Can the county health care agency produce an approval letter?

For our proposal, we will be partnering with a couple other organizations. A few questions related to this:1) Can we provide field placements only, with one of our partners serving as the registered apprenticeship site?2) To apply for funding preference, can the data come from the training/academic partner, or must it come from the applicant? Relates to Att. 7.

If an organization is partnering with an education partner (example: community college), does the CHW training program have to be accredited, or just the educational institution? If the community college is accreddited, is that applicable and approved for award? There are no accredited CHW programs by any universities in Louisiana, based on our research.

We're a small state, it will take staff time and resources to build a certificate and apprenticeship program, which our state does not currently have. What flexibility is there with the 60% trainee support vs the 40% admin cost. We may have few trainees, but still need the admin support to build this out.

We currently have a High School CHW program that targets high school seniors that is supported by the DOL. Students receive their certification and participate in a service learning project prior to graduation and then are placed with an apprenticeship upon graduating high school. Would HRSA approve our program as it currently stands considering our partnership with the DOL?

Will you have colleges apply that are developing a public health worker program? We want to help train persons for rural communities.

For DOL, how do you count training in the total apprenticeship hours? Is it the entire classwork hours as is presented by our community college formula (ie 1 hour class time + 2 hours study time) or is it just classroom hours only?

also, do we need to do all of the education, extension, and employment activities listed on 14 of the NOFO? we don't currently have any CHWs (and will be sending participants for training from a third party), so how can we do extension activities? or can we do those in years 2 and 3?

How do you register an apprenticeship?

I still do not understand the answer to the first question. Essentially, the questions appeared to be: Do we have to have training approval of the state that we operate or approval NACHW?

Funds may not be used for subsidies for project faculty - does this mean - no payments such as summer salary to faculty?

I would like to know if HRSA would accept an application that supports only one but not both of the CHW groups--the expansion component (for training/recruitment of new CHWs) but not the extension/upskilling components of existing CHWs

This NOFO was released over a month ago on 4/15 and with only a month left to go until application, this is a very late Webinar and development of FAQs. Is there ANYWAY possible that the grant deadline to be pushed out as this is a large complex program to create and establish to meet the needs of this NOFO.

The NOFO refers to new CHWs and CHWs that will be upskilled. There are also requirements for at least a HS educational attainment. Does this apply to both new CHWs AND those who have already been CHWs but will be going through upskilling?

Yes, considering that 144 hours of training could be up to 88 weeks of training at 2-4 hours a week or shorter at more hours per week. >> Time for training is a cost to each individual from underserved communities. It's very important that the $7,500 exists in this NOFO.

Re: A university trains and educates students for the workforce. Do we have to get certification from the Labor department also? To have a registered apprenticeship, it must end in a certificate of completion awarded by DOL or the appropriate State Apprenticeship Agency. If your university is an RTI provider, you have an apprentice agreement with the student and employer at time of enrollment into the coursework, and that coursework must have been approved by the employer. Everything related to registered apprenticeship starts with the employer.

Does a letter from the state Medicaid program or the State department of Health suffice to qualify as a CHW training program?

Ms. Smithey, you said the 40% bucket can be used to pay employer costs. Does that cover training of employers/TA to employer orgs?

A University CHW training center uses the 40% to develop and provide training to CHWs. Tuition is allowed in the 60%. Are we charging tuition and paying ourselves from the 60% and not the 40%??

Although an organization cannot PRIME on more than 1 application, per the NOFO, can an organization SUB on more than 1 application (with different prime applicants in different states) if the sub organization operates with entirely different teams in different states?

It's concerning that we are putting more funding toward a new workforce instead of our existing workforce. Especially for states without existing statewide training, certification guidelines and/or apprenticeship programs.

What if we have a specific community in which a group of community members have been volunteering to promote access to COVID vaccines, but have not been employed as CHWs? Would they be considered new CHWs?
