Question: The section on funding preference says "You must provide a copy of the output from the Shortage Designation Advisor that indicates which type of federal designation (e.g., MUC, MUA, HPSA, MUP) it falls under that matches the address or addresses you provide." I have requested batch access to the shortage designation tool (via data@hrsa.gov) a couple of times and have not heard back. How can I get access or is there other proof that can be given? The program announcement says that no more than 25% of participants can be in the extension/upskilling training program. In our state, we have over 2500 certified peer workers/CHWs. They have continuing ed requirements and would greatly benefit from this training. If we trained even half of these people (1250), then we would have to have three times that in the Expansion category. That seems like a disincentive to uptrain our existing workforce. Is this really what you intend?

Also is HRSA presuming “existing” CHWs have received core training and/or a minimum credential? And define what is an “existing” CHW (length of time employed, training received, etc.). Also, Is there a minimum number of CHWs required for the new training program, the extension/upskilling program group, and the apprenticeship group? (Vermont is a small state, and our numbers may not look the same as other larger states with established programs). Additionally, can trainee support include pre apprenticeship to help build individual capacity to be eligible for the training (i.e., citizenship, HS Diploma/GED, etc.)--this would align more with the CHW model and health equity-the trainee eligibility (citizenship and HS Diploma) as written does not align with the CHW vision

Re: A university trains and educates students for the workforce. Do we have to get certification from the Labor department also? To have a registered apprenticeship, it must end in a certificate of completion awarded by DOL or the appropriate State Apprenticeship Agency. If your university is an RTI provider, you have an apprentice agreement with the student and employer at time of enrollment into the coursework, and that coursework must have been approved by the employer. Everything related to registered apprenticeship starts with the employer.
